I am writing a report about the core competencies needed of a preventive conservator, and how to draw the line between interventive and preventive treatment. I am looking for any possible resources you all may know about regarding this!

You may have already looked at this but if not look for Preventive Conservation in Museums published by Routlege 2011. Chris Cable gives an excellent introduction to the book.
